You kinda stopped being able to fuck with people a while ago, when ISP's started creating layers upon layers of subnets and shit. The best we can do with an IP address now is trace it to a house in some suburb somewhere, then pay him a little visit with aluminum baseball bats and socks full of nickels.

Eh, that IP terminates right now at a tier 1 backbone subnet. It just so happens that Time Warner owns the subnet in question, which is why any reverse DNS lookup would return an AOL hostname. If the IP was still alive and active there's a very good chance it could hop to any number of other networks before ultimately arriving at Sandisk's computer - which may or may not be a part of AOL's network.
If I had to wager a guess, I'd say that Sandisk is actually a broadband user, and is utilizing either the RoadRunner network or one of Time Warner's other less well known high-speed subsidiaries.

I was gonna be all lolbandisk and call it a day, but then people got all serious on me. /sigh
Anyways, yes, that IP is for an AOL proxy cache. People can set up an AOL accounts to go through an AOL proxy to take advantage of AOL's firewall, filtering, and ISP cache. Up until late 2006, people use this proxy to bypass IP restrictions. In late 2006, AOL started sending "X-Forwarded-For" headers, which identifies the home IP address for all requests behind the proxy, which makes it possible to ban individual users behind the proxy.
Unsurprisingly, vanilla phpbb3 doesn't have support for this header. I banned the AOL proxy address because it's really only going to be used by internet vandals and people who want really big firewalls and filters (i.e. not any serious gamers). There's probably a phpbb3 mod that would allow banning based on X-Forwarded-For headers, which I could look into if this causes a problem.
