game mechanics - proc rate question

Does anyone have any information about how the WoW game mechanics work for weapon proc rates?

EG.

Speed 1.50 weapon, crusader proc
vs
Speed 4.00 weapon, crusader proc

Would the faster weapon proc more over the same period of time, because of more chances being tested? ie.
Case1
Speed 1.50 weapon, procs 25 times over 5 minutes
vs
Speed 4.00 weapon, procs 10 times over 5 minutes

Or does it use a flat percentage of proc rate over time independant of the weapon speeds? ie.
Case2
Speed 1.50 weapon, procs 25 times over 5 minutes
vs
Speed 4.00 weapon, procs 25 times over 5 minutes

My hypothesis is that proc rates are independant of weapon speed, ie the last choice, but i'd like opinions from others that have maybe experienced this in more detail.

Of course, it may be more complex than this. Ie chance to proc reduces over time.. diminishing returns system etc. hrmms

Last case is correct.

it's dependent on how much dexterity you have :lol:

Think of procs having a cooldown, and swinging your weapon sets it off. No matter how fast the weapon swings, you still have to wait for the cooldown, whereas if your weapon swings slower you don't have to wait for a proc.

It is a procs/minute system, not % chance to proc each swing unless otherwise stated. With that said though, some procs happen so frequently (like some Paladin seals) that you do gain some procs with a faster weapon, just cause you aren't swinging enough with a slow weapon to get them all. Some things do say "x% chance on hit to do blahblahblah", and here a faster weapon will of course get more procs, cause there were more swings.
