Not a lot of info yet, but here's something that apparently has to do with Ragnaros. Amusingly, it was found due to an overwrite bug by a low-level Horde, it seems...

I enjoy replying rather than editing.

So it seems "The Essence of the Firelord", another art/legendary (whichever they decide it is), overwrote the "Lonetree Circle" horde-only quest ring. It starts a quest, but thus far no one has posted who had the item and could actually start the quest.
